Dr. Rose is a forensic physician and earned his Bachelor of Arts degree in Biological Sciences from Florida Atlantic University, Boca Raton, Florida in 1981 and his Doctor of Medicine degree from the University of Miami School of Medicine in 1985. He received his post-doctoral training in the disciplines of Clinical Pathology (University of Alabama, Birmingham, AL), Forensic Toxicology (Dade County Medical Examiner, Miami, FL) and Psychiatry (University of Miami, Miami, FL).
He is formally trained in the forensic laboratory analysis of blood and urine samples for alcohol and drugs. He is also formally trained in the clinical diagnosis and treatment of people under the acute influence of alcohol and drugs as well as the administration of therapeutic medications to patients.
Dr. Rose started the first DUI lab at the University of Miami and was in charge of blood alcohol testing and urine drug testing in the early 1990’s. He was responsible for upgrading the blood alcohol analysis program to national standards at the time, and is fully versed in the collection, transport, storage and analysis of forensic blood samples.
In the mid 1990’s Dr. Rose began studying the Intoxilyzer 5000 and then the 8000 series of instruments and has performed two graduate research projects on those instruments. He has published two book chapters on the subject, and performed the research used in the Tap Water Motion in Broward County in 2005, spearheaded by defense attorney Carlos Canet.
Dr. Rose currently practices forensic medicine in the areas of forensic toxicology and psychiatry, in both criminal and civil cases, and is a courtesy professor in the Department of Chemistry at Florida International University (FIU), Miami, Florida.
He is currently involved in the research of ethanol and its effects on eyewitness memory with Dr. Schreiber and her research group in the department of Legal Psychology at FIU.
His other research interests include cocaethylene, cocaine and detector dogs, and blood and breath alcohol testing errors.
